As part of its Big Lottery funded ‘Drought Mitigation Programme' in the south of Madagascar the Andrew Lees Trust (ALT) is currently seeking to recruit an expatriate Project Coordinator to manage and coordinate field activities in the Androy Region. The Coordinator will work alongside the local teams to ensure that the programme evolves in line with ALT’s strategic priorities until its close date in May 2009.
Contract: Fixed term appointment until May 2009.
The candidate should have French language skills, Agricultural / Environmental technical background and previous experience of development projects in Madagascar.

TERMS OF REFERENCE and CONDITIONS
Working in Madagascar for over ten years, The Andrew Lees Trust aims to empower local people to manage their natural resources for the long term, improve food security and reduce the effects of extreme poverty. The Project Coordinator will carry responsibility for the field co-ordination of the Big Lottery funded 'Drought Mitigation Programme' (DMP) for designated areas of Southern Madagascar.
The DMP's principal activities include: (i) Working with farmers to reintroduce sorghum as a drought resistant alternative to corn, (ii) Tree nursery management and family tree planting to increase security of land tenure (iii) The development of a plantation in partnership with a local Malagasy association and (iv) A radio-based HIV/AIDS campaign to promote increased awareness and behaviour change within targeted groups. The candidate will demonstrate they are able and willing to work under the supervision of an expatriate Project Manager to manage and co-ordinate local activities with Malagasy teams in the Androy.
LOCATION
The Project Coordinator would be based in Ambovombe, Androy but will be expected to travel and work for substantial periods of time in ALT offices in Fort Dauphin and Tsihombe.
START DATE
The candidate should be available to start work as soon as possible.
DELIVERABLES
Main aim: Provide support and assist ALT Project Manager and co-ordinate and manage the activities of the regional teams within the Drought Mitigation Programme.
Main activities: Support and assist the local teams on a weekly basis to:
- Ensure the full implementation of project activities as required
- Manage and monitor use of cars, fuel, and motorbikes that are based or pass through Ambovombe
- Monitor and facilitate activities of field team [planning, missions, reports]
- Oversee weekly planning meetings
- Oversee local financial management of project
- Reinforce the technical capacity of the field team in Ambovombe and the tree nursery team in Tsihombe by providing on the job training in areas of competence.
- Represent ALT in local meetings in place of the Project Manager when necessary.
- Organise activities for field team when they are not in the field [provide training on writing reports, using the computers etc].
- Supervise the collection and transmission (to For Dauphin) of monitoring and evaluation data.
- Supervise the local coordinator in Tsihombe through regular visits and communication.
- Monitor progress of Voron Kodohodo (Tishombe local partner) activities against proposal outputs [trips to Tsihombe and plantation site required]
- Prepare and submit a monthly report to the Project Manager.
- Support the Project Manager with the preparation of reports to funders [draft material, prepare data].
- Carry out any other tasks that shall be reasonably requested by the Project Manager
PROFILE
Required:
French language *
Good communication skills.
Ability to manage projects.
Team spirit.
Experience of development projects in Madagascar.
Able to travel.
Committed to rural development.
Desirable:
Malagasy language
Agricultural/environmental background
* Note: Good Malagasy language skills with a reasonable working knowledge of French will also be acceptable.
SUPERVISION
The Project Coordinator will report to the Project Manager.
The Project Coordinator will manage the Malagasy Regional and local Coordinators and field teams.
REMUNERATION PACKAGE
Fees depending on experience
Free housing and utilities (equivalent value of €250 per month)
One return flight to country of residence.
Emergency evacuation/medical cover included.
